OJT Supervisor Framework

This document proposes how on-the-job training is supervised at a HiON EV Facility for the two modules with OJT components (M04 Site Acquisition + M10 Site-Area Maintenance, ~8.5 OJT hours total). Resolves the open question logged in Item-11-Input-for-Counsel.md §8 item 4.

1. What OJT actually is in the rebuilt program

Two modules have OJT blocks:

• M04 Site Acquisition (240 min OJT). The application demonstration: trainee performs a full Site Walk capture at a designated HiON EV Facility using the §5.2 9-step checklist, then completes the §6.1 Desktop Pre-Check workflow on the same site retrospectively. Tests integrated site-evaluation judgment.
• M10 Site-Area Maintenance (240 min OJT). The application demonstration: trainee walks the inspection log workflow at an operating facility, identifies maintenance items against §9 standards, completes a SEV classification exercise on facilitator-introduced faults, and demonstrates the §9.4 fault-escalation protocol end-to-end.

Both OJTs are scored against the universal four-criterion rubric in Assessment-Format.md §3.

M03 also has 30 minutes of OJT (brand audit demonstration) but as a brand-execution observation rather than a formal scored OJT block.

2. Three supervision models

3. Recommendation: Model (c) for v1, evolve to Model (b) as the network scales

For v1 (through the first ~10 active HiON EV Franchises):

• Designated OJT supervisor: Joe Frank (Operations Lead, HiON Franchise Group). Already named as SME for M10 across multiple module sections; already in the Item 11 Training Staff disclosure (Training-Staff-Disclosure-Template.md row 3). Operations background aligns with the OJT content. No incremental hire.
• Designated backup OJT supervisor: an external SME (if engaged) or Tony Cuomo. Tony’s Customer Experience background covers M03 brand-audit observation more naturally than M04/M10 operational content, so the backup is appropriate only for cohort coverage if Joe Frank cannot make a cohort.
• Where OJT happens: the closest operating HiON EV Facility to the Kansas City training location, OR the trainee’s own building site if commissioned (Manual §8.3 contemplates this option). For cohort 1, this defaults to a HiON-designated facility.

Transition to Model (b):

• Once HiON has more than 5 operating facilities AND has run at least 2 cohorts through the Franchisee Training Program, the DBMs at host facilities can be certified as OJT supervisors via a short HiON-internal certification module (drafted as part of the Train-the-Trainer cascade work currently flagged as v2 in STATUS.md).
• This moves OJT from a Joe-Frank-dependent bottleneck to a network-scalable function.
• Trigger to launch the DBM OJT certification track: when cohort scheduling becomes constrained by Joe Frank’s availability.

4. OJT supervisor’s responsibilities (v1, Model c)

The OJT supervisor:

1. Pre-cohort: Confirms the host HiON EV Facility is operationally suitable for OJT (commissioned, no active SEV 1 / 2, Site Host briefed if trainees are walking the site).
2. At-cohort, M04 OJT:
   • Briefs the trainee on the host facility’s commissioning history and Site Host context (without disclosing confidential commercial terms of the host’s lease).
   • Observes the trainee execute the §5.2 9-step Site Walk checklist at the host facility, then the §6.1 Desktop Pre-Check on the same site retrospectively.
   • Scores the application demonstration against the four-criterion rubric in Assessment-Format.md §3.
   • Submits the scoring record to the Partner Portal training log within 1 Business Day.
3. At-cohort, M10 OJT:
   • Pre-stages 2–3 facilitator-introduced faults in the host facility’s inspection log (simulated) — e.g., a missing bollard inspection entry, a discolored cable noted but not severity-classified, a Site Host noise complaint not ticketed. These are the OJT scenarios per Assessment-Format.md §5.2 Phase 1 pattern.
   • Observes the trainee work through the inspection log, identify the faults, classify each SEV, open the right tickets in a sandbox Partner Portal environment, and demonstrate the §9.4 escalation protocol on the most severe simulated fault.
   • Scores the application demonstration against the four-criterion rubric.
   • Submits the scoring record to the Partner Portal training log within 1 Business Day.
4. Post-cohort: Reports any host-facility operational impact from cohort visit (driver disruption, Site Host friction, etc.) to the FBC and through normal Partner Portal channels.

5. Host facility selection criteria

The HiON EV Facility hosting OJT must, at the time of the cohort visit:

• Be commissioned and operating in normal status (no active SEV 1 / 2, no open Corrective Action Plan)
• Have a Site Host that has accepted (in writing through normal HiON–Franchisee channels) the trainee-visit protocol
• Be within reasonable travel distance from the Kansas City training location (default ≤ 2 hour drive for v1 to keep cohort logistics manageable)
• Have its DBM available during the OJT block — not for supervising, but for context and for ensuring driver-facing operations continue undisrupted
• Have a sandbox Partner Portal environment available for the M10 ticket-opening exercise (so trainee ticket entries do not pollute the host’s live record)

6. Compensation to the host facility

Hosting an OJT cohort creates operational overhead for the host Franchisee (DBM time, Site Host coordination, potential parking-capacity impact during the visit window).

Proposal: HiON pays the host Franchisee a flat OJT Hosting Fee per cohort visit, to be specified in the FA or as a Partner Portal-published rate. Initial proposed rate: $500 per cohort visit per facility, paid within 30 days of cohort completion. Rate covers DBM time, minor operational coordination, and basic hosting (refreshments / restroom access for trainees). Larger cohorts may pro-rate.

This compensation structure is a Jim + counsel decision and should be reflected in the FA or in a HiON–Franchisee OJT Hosting Agreement. Flagged as open — see Followups.md.

7. Item 11 disclosure for OJT

The Item 11 input document (Item-11-Input-for-Counsel.md) already names the OJT structure (510 minutes / 8.5 hours across M04 and M10, at a HiON EV Facility designated by Franchisor). The supervisor model is the operational implementation; counsel does not need additional Item 11 language unless the supervisor model itself becomes a disclosure-material fact (it typically is not — the supervisor’s identity falls under the Training Staff table).

8. What this framework does NOT yet specify

• Exact host facility for cohort 1. Depends on HiON’s actual operating-facility footprint at cohort scheduling time.
• Sandbox Partner Portal environment. A Portal feature for M10 OJT ticket-entry exercises that does not affect the host’s live record. Flagged as a Partner Portal build requirement.
• DBM OJT supervisor certification curriculum. Out of scope for v1; designed when the Model (b) transition trigger fires.
• OJT Hosting Fee as an FA / FDD line item. Counsel to address as Item 6 (Other Fees) when reviewing the rebuilt program against FDD draft.
